увеличена скорость загрузки по WIFI

реализованна докачка по сотовым сетям, если по какой то причине прервалась загрузка по WIFI, с того места на котором остановилась загрузка

устранена проблема не корректного выключения ПИР в некоторых условиях, что приводило к активации кубика от ПИР, в выключенном состоянии и соответствующем расходе батареи

исправлена одновременная отправка на почту и ЯД на операторе Megafon
